I beg to ask the Secretary of State for Foreign Affairs whether the Reports of the British Consuls in the Congo State of later date than the last Blue-book will be placed in the hands of Members in the course of the present week; and whether he will accelerate the issue of these Papers before the discussion on the affairs of the Congo is reached on the 26th instant.
