To ask the Chief Secretary to the Lord-Lieutenant of Ireland whether he will state if the Estates Commissioners have yet taken any steps to render Section 13 of 3 Edw. 7, c. 37, workable, and particularly with regard to subsection 3 of said section; and, if so, will he state what are the conditions under which the Commissioners are prepared to dispose of the mining and minera rights; and has any transaction under this sub-section 3 taken place.

(Answered by Mr. Bryce.) The question of issuing regulations upon the subject of the sporting rights vested in the Land Commission under the section quoted is under consideration. As regards the mining rights, it was decided by the Judicial Commissioner, in a recent case referred to him by the Estates Commissioners, that the Land Commission have no power to deal with or dispose of the mines and minerals vested in them until authorised so to do by statute. The question of undertaking the necessary legislation is receiving the attention of the Government.
