§ Mr. Rees-WilliamsRestrictions under the Immigration Ordinance are confined to certain classes, such as persons certified as insane, without visible means of support, or likely to become a public charge. The Governor is also empowered to refuse entry permits to persons not intending to take up employment in an approved occupation. The land taken up by new settlers for residential purposes, while not necessarily unsuitable for farming, is usually in residential or urban areas where farming is not normally practised.
