§ Mr. WATTasked whether the majority of Scottish Members on both sides of the House are definitely pledged to the intro- 2003 duction of a House Letting Bill for Scotland dealing with the missive system; and whether, in view of the fact that private Members have been deprived by the Government of the opportunity of introducing such a measure with any hope of success, he will this Session introduce a Government scheme to deal with this question?
