asked the Postmaster-General whether he has now considered the series of complaints received from Mr. Riley, of Manchester, relating to the free limits of telegram delivery on Sundays; whether, as Withington is now in-eluded within the civic boundaries of Manchester, he will cause the free delivery limit to be extended so that all citizens of that city may enjoy equal rights in this respect; and whether he will reduce the charge of Is a mile, having regard to the fact that a telegraph boy can now proceed by the corporation's electric tramcar at a cost of less than 1d. a mile?

I have carefully considered Mr. Riley's application for a free delivery of telegrams outside the postal area of Manchester on Sundays, and I have written to him fully on the subject. The rule restricting the free delivery on Sundays, after the usual office hours, to places usually served from telegraph offices within the town postal areas of large towns, and imposing a uniform charge of a shilling a mile for special delivery beyond those limits, is of general application.
