Mr. LUPTON

asked the Under-Secretary whether the members of the Indian community, who form a large majority of the population of British Guiana, are represented in the Legislative Council of the Colony; and, if not, whether their claims to recognition will receive favourable consideration from the Government?

Colonel SEELY

There is no East Indian Member of the Legislature in British Guiana. Under the Constitution of the Colony the Crown can only appoint official members, and all the unofficial members are elected. An East Indian gentleman stood for election last year for the first time in the history of the Colony, but he was unsuccessful on that occasion.

Mr. LUPTON

Is it not a fact that the majority of the inhabitants of that Colony are East Indians?

Colonel SEELY

Yes; but supposing that to be a fact, it does not alter the fact that, as I have stated, all the unofficial members are elected.
