I wish to ask the Chancellor of the Exchequer, in regard to the proposal to extend to five years the time during which a donation inter vivos is liable to estate duty, from what date will the new limit take effect; and does a donation, for instance, made on the 1st May, 1909, run as for one or as for five years in respect of such duty?

That depends on whether there is any delay. I think I shall be able to make arrangements for the circulation of the Bill on that day.
