asked the Under-Secretary for the Colonies whether he was aware that the Ceylon Legislative Council, which was established on a basis of nomination as long ago as 1833, had not been modified since except by the addition of two nominated members in 1889; whether he had received a number of memorials from representative bodies and associations praying for the reconstruction of the Council on an enlarged and elective basis; and whether His Majesty's Government proposed to take any action in this matter?

The facts are as stated by my hon. Friend. The question whether any change should be made in the constitution of the Council is now under the consideration of the Secretary of State.
