I beg to ask the Secretary of State for Foreign Affairs whether he can give the House any information concerning the recent conclusion with the United States of a modus vivendi with regard to the Newfoundland fishery; and whether Papers can be presented showing the form in which the question is submitted to the Hague Tribunal.

Full information with regard to the nature and effect of the modus vivendi was given in a statement communicated to the Press on 14th August last, to which I do not think that I can usefully add anything. With regard to the second portion of the Question, I would state that the terms of reference to arbitration of the fishery questions at issue are still under discussion, and it would, therefore, be premature to lay any Papers on the subject.
