I beg to ask the Postmaster-General whether the average service of officers in the Post Office is taken into account with their qualifications when questions of seniority duties and promotion are dealt with; and whether he will explain why several officers of long service and good manipulative, ability have been reduced to a lower round of duties and junior officers in service and salary substituted when a redistribution of duties recently took place at Leeds.

In dealing with questions of promotion, consideration is given to seniority as well as to qualifications; and these considerations are also taken into account in any redistribution of duties.
