I beg to ask the Secretary of State for Foreign Affairs whether the British Ambassador to the Porte has signed the protocol by which the Powers agree to the increase of the Turkish customs duties from 8 to 11 per cent. for a period of seven years; whether he proposes to lay such Papers, if any, as may properly be made public; and, if so, when such Papers will be forthcoming.
