To ask the Chief Secretary to the Lord-Lieutenant of Ireland whether he is aware that the delay in the reinstatement of Mr. Edmond Flavin upon his former holdings on the Ponsonby Estate, county Cork, is causing him loss and inconvenience, inasmuch as when Mr. Flavin was informed by the Estates Commissioners, some considerable time since, that they were arranging for his reinstatement, he ploughed up his present holding, and is consequently in a state of uncertainty as to cropping, etc.; and whether he will represent this fact to the Estates Commissioners, with a view to a speedy settlement of Mr. Flavin's case and to the payment of the promised grant of £200.

(Answered by Mr. Birrell.) The Estates Commissioners made a proposal some time ago for the purchase of the estate referred to, but the owner has not yet accepted it. In the meantime the Commissioners are unable to proceed with the proposed reinstatement of Edmond Flavin.
