I beg to ask the Under-Secretary of State for the Colonies whether, in future appointments to governorships of Colonies in which trading is the first consideration, he can see his way by administration to separate the offices of commander-in-chief and minister responsible for the commerce of the Colony, so as to avoid having soldiers looking after matters of which they have no knowledge.
