To ask the Postmaster-General whether, having regard to his declarations that loss of seniority is a punishment imposed only in cases of grave misconduct, and that there is no question of punishment for failure to pass the bar, and that all rules relating to the efficiency bar are of uniform application, officers failing to pass the efficiency bar lose their seniority; and whether this is one of the penalties generally imposed in such cases.
