§ THE SECRETARY OF STATE FOR FOREIGN AFFAIRS (SIR EDWARD GREY,) Northumberland, BerwickMr. Jules Houdret and Mr. L. T. Grein have respectively been appointed Consul-General and Consul in London for the Congo Free State. Mr. Charles Sarolea, Sir Alfred Jones, and Mr. L. A. Gallé were appointed Consuls of the State at Edinburgh, Liverpool, and Manchester respectively. I have not heard of any of these appointments having been cancelled or given up.
