said the Second Reading had been moved without a word of explanation, although the House did not know anything about the Bill. He thought the Government was becoming very cavalier in its treatment of the House.

said the object of the Bill was to apply to Irish prisons a single section of the English Prisons Act giving certain powers as to the revision of sentences according to rules prescribed by the Prisons Board.
