* THE PRESIDENT OF THE BOARD OF TRADE (Mr. LLOYD-GEORGE, Carnarvon) Boroughs

said he promised when the Bill was in Committee to make it perfectly clear that it would not interfere with the existing rights of certain docks and harbours. In order to carry out that promise he would move a new clause.
