THE SECRETARY FOR SCOTLAND(Mr. SINCLAIR,) Forfarshire

in moving the Second Reading of this Bill, said it contained one clause and was of a Departmental character agreed upon between the two Departments concerned. It proposed that the penalties now recovered for offences against the police regulations as to trawling, which had hitherto gone into the Treasury, should now go into the Marine Fund under the control of the Scottish Fishery Board. The Bill had the support of both sides of the House.
