I beg to ask the Under-Secretary of State for the Colonies will the Government consider the wisdom and fairness of either securing in their position the present efficient members of the Orange River Colony and Transvaal Civil Service, or of giving compensation to those who, through the development of constitutional government, are relieved of their positions after arduous labours in the service.

His Majesty's Government will carefully consider the claims of Civil servants, hut I am not at present prepared to say to what extent or by what method safeguards can be provided.
