To ask the Chief Secretary to the Lord-Lieutenant of Ireland whether he can. explain the -delay in commencing the building of the College of Science and Art in Dublin; and whether he can state when the work will be commenced, in view of the want of employment in Dublin City.

(Answered by Mr. McKenna.) The work was commenced a year ago, and is still in progress.
