I beg to ask the Under-Secretary of State for the Colonies if he will say whether the conferring of responsible government on the Transvaal will adversely affect the members of the Civil Service, including magistrates, teachers, and police, now employed there; and whether, before their engagement, these officials asked for or were given any guarantees that their position would be unaffected by any changes that might be made in the government of the Colony.

As in the case of other Colonies upon which responsible Government has been conferred, the interests of the public servants of the Transvaal will have to be entrusted to the honour and justice of the new Government. No such pledges have been or could have been given by His Majesty's Government.
