I beg to ask the Under-Secretary of State for the Colonies whether it is intended, before finally deciding on the responsible Government Constitution for the Transvaal, to ask Lord Selborne to confer with Boer representatives with the object of ascertaining the views on this subject of the Boer people generally.

Lord Selborne has already been in communication with the Boer leaders as well as with other political parties on the subject, and His Majesty's Government are fully alive to the importance of ascertaining the views of all sections of the population.
