I beg to ask the Secretary of State for War whether he is aware that the annual report upon recruiting, summarised in the Westminster Gazette on March 1st, 1906, was not obtainable in the Vote Office on that day; and whether he will take steps to ensure that Parliamentary Papers will be communicated to the House at least as soon as they are given to the Press.

I am informed by the printers that the supply of this Report was delivered to the Vote Office at 8 a.m. on the 1st instant. I am therefore unable to understand why my hon. friend was unable to obtain a copy. The arrangements for distribution to the Press are not in my hands.
