MR. FIELD

To ask the First Lord of the Treasury whether he will consider the expediency of arranging that all correspondence sent from the House of Commons by Members who are in attendance shall be free; and whether he is aware that this privilege exists in the Colonies.

(Answered by Sir H. Campbell-Banner-man.) At the beginning of the session I informed the hon. Member that I could not see my way to act upon his suggestion, and I have nothing to add to that statement.
