I beg to ask the First Lord of the Treasury whether, having regard to the fact that the Royal Commission appointed to investigate the Report of the Butler Committee will be confined to a consideration of the circumstances connected with contracts, sales, and refunds to contractors in South Africa, he will give the House an opportunity of discussing the other matters of War Office administration dealt with in the Reports of the Public Accounts Committee, 1904, and of the Comptroller and Auditor-General, 1905.
