JOHN O'CONNOR (Kildare, N.)I beg to ask the Chief Secretary to the Lord-Lieutenant of Ireland whether he has yet appointed the Commissioners to inquire into the subject of arterial drainage in Ireland; and, if so, will he now state their names and qualifications, and give the terms of reference.
§ MR. VINCENT KENNEDYI beg also to ask the Chief Secretary to the Lord-Lieutenant of Ireland if he will now state the names of the Commissioners and the terms of reference in connection with the Commission proposed to inquire into the question of arterial drainage in Ireland.
§ MR. WALTER LONGThe names of the gentlemen constituting the Commission about to be appointed are: Sir Alexander R. Binnie, President-elect of the Institution of Civil Engineer, England (Chairman); the right hon. Thomas Andrews, Chairman of the Down County Council; Mr. Stephen Brown, Chairman of the Kildare County Council; Mr. James Dillon and Mr. John H. Ryan, Members of the Institution of Civil Engineers, Ireland. The terms of reference to the Commission will be to inquire into and report upon the methods of initiating, executing, and maintaining schemes of arterial drainage in Ireland under the statutes now in force, and their practical 958 working; whether any reforms or alterations of the existing methods, or consolidation of existing statutes, are desirable; and, if so, what legislation is necessary for carrying them into effect.
