To ask the Chief Secretary to the Lord-Lieutenant of Ireland whether he is aware that, on the 17th instant, Head Constable O'Hare of the Royal Irish Constabulary, refused on receipt of sworn information to put a lunatic under arrest, and that the man was permitted to be at large eight hours after his wife had given sworn information; and, if so, will he say what action, if any, does he intend taking in the matter.

(Answered by Mr. Wyndham.) On the 17th instant the magistrate to whom application for a committal warrant had been made by the man's wife declined to issue same; but on the following day the requisite medical certificate was given and the man was committed to an asylum. He was detained overnight in the police barrack, and the action of the head constable was considerate.
