To ask the Secretary for Scotland whether, having regard to the fact that town clerks are debarred from acting as political agents in their own town, he will take steps to place county clerks in a similar position.

(Answered by Mr. A. Graham Murray.) There is no statutory disability on town clerks so acting. Whether they do or do not depends as in the case of the county clerks on the regulations of their employers, over which I have no control. The point raised by the hon. Member would be one for fair consideration in any Bill amending the County Councils Act, but I am not prepared to introduce a special Bill on the subject.
