HC Deb 23 July 1903 vol 126 c84
MR. BLACK (Banffshire)

I beg to ask the First Lord of the Treasury whether the Government has determined that as a condition of their enjoying preferential treatment from the mother country the self-governing colonies shall be called upon to surrender some of the independence at present possessed by them as regards fiscal, industrial, or commercial legislation.

MR. A. J. BALFOUR

The answer is in the negative.
