To ask the Secretary of State for the Home Department whether his attention has been directed to the conduct of the crowds which have assembled to witness the hoisting of the black flag after the execution of a criminal at certain of our city prisons. And whether he will issue an order discontinuing the hoisting of the black flag at future executions.

(Answer.) This matter is one with regard to which I sometime ago placed myself in communication with the Prison Commissioners. The result of this communication is that I have approved the draft of a Rule which will shortly be placed upon the Table of the House, substituting for the black flag a notice in writing posted on the prison gate.—(Home Office.)
