MALCOLM (Suffolk, Stowmarket)I beg to ask the Secretary of State for War whether he will consider the desirability of so amending the Army Regulations that in future half-pay officers eligible for employment shall be precluded from taking active part in political controversy, whether at bye-elections or at other times.
§ MR. BRODRICKIt would not appear expedient to lay down hard and fast regulations on this matter, but I will give the question further consideration.
