MR. PATRICK O'BRIEN (Kilkenny)

I beg to ask the Chief Secretary to the Lord Lieutenant of Ireland whether he is aware that the sum of £892 18s. 1d., certified by the Government auditor as the amount due as grant-in-aid, for the quarter ended 31st March, 1899, to the Kilkenny District Asylum has not yet been paid; and whether he can explain the cause of delay, and say when this amount will be paid.

At the same time may I ask the Chief Secretary to the Lord Lieutenant of Ireland whether he is aware that the auditor of the Kilkenny District Asylum has certified that £892 18s. 1d. is due to the asylum as part of the grant-in-aid; and, if so, will he explain why payment is deferred.

This case is similar to many others brought to my notice, upon which I promised a statement to the hon. Member for East Clare. I hope to redeem that promise shortly, when some further figures have been obtained.

I have endeavoured to explain my position in answer to questions, but the hon. Member for East Clare has asked for a detailed exposition of our views, which I promised. I wish to make it as complete as possible, but I hope to be able to make it in a week or ten days.
