I beg to ask the Chief Secretary to the Lord Lieutenant of Ireland whether, having regard to the importance of the contemplated changes in the rules of the Commissioners of National Education in Ireland, regulating the position of managers and the salaries of teachers, the proposed new rules will be laid upon the table of this House before the Second Reading of the Irish Education Bill.

In answer to this question, I think it would be desirable that the rules should be made public in some form or other before the second reading of the Bill; but I am unwilling to give any absolute pledges on the subject, because I do not know how soon the rules will be ready.
