I beg to ask the Under Secretary of State for War if, without dividing the Volunteer force in time of peace into two classes, namely, those willing to serve in any part of the world if called upon and those willing to serve only in Great Britain, power can be taken in the Volunteers Bill to enable the services of Volunteers to be accepted for service in any portion of the world whenever Her Majesty's military or naval forces are engaged in actual operations of war.
