I beg to ask the Secretary of State for War if he would make some statement which would recognise or discountenance the apparent innovation of one court martial inquiring as to how the members of another court martial have voted.

No question regarding the unanimity of opinion of the members of a court martial previously held should be allowed to be raised before a court martial. Some instructions to this effect have been issued, and will be made general.
