§ 21. Mr. Beggsasked the Secretary of State for Northern Ireland if he will make a statement indicating the measures which have been taken by the Department of Education and the Department of Economic Development to ensure that there are appropriate educational and training provisions for 17-year-olds in Larne.
§ Mr. ButlerThe only, but very important, measure taken jointly by these two Departments has been the youth training programme, which was introduced in 1982. Although unemployed 17-year-olds do not have the guarantee of a YTP place, a range of training places are provided in Larne to cater for as many eligible 17-yearolds as seem likely to apply.
§ Mr. BeggsDoes the Minister of State accept that it is not good enough to say that sufficient places are provided for the number of young people who are likely to apply? Is he aware that, despite the fact that representations have been made, that proposals have been submitted and that there has been criticism in the youth training programme plan, 1983–84, about the absence of opportunity, no real action has been taken to make proper provision for 17-year-olds? Will he give me an assurance today that he will look at the proposals presented by Larne college of further education for the provision of a work preparation unit for 17-year-olds?
§ Mr. ButlerI give the hon. Gentleman the assurance that I think that the number of places available is sufficient. If doubt emerges about that, we shall have to consider the matter again. I shall let the hon. Gentleman have full details of the way in which places are made available.
