With permission, Mr. Speaker, I should like to make a short personal statement.

On Monday evening, after the conclusion of the debate on the Air Navigation (Noise Certification) (Amendment) Order, I decided to bring into operation the provisions of Standing Order No. 36. Unfortunately, I then failed to allow the lapse of two minutes as the Standing Order requires. In the circumstances, I think that I ought then to have allowed a Division to proceed in the ordinary way. I apologise to the House for my error of judgment on this occasion.
