This is a further point of order. I am asking, Mr. Speaker, whether this is the right moment—

I apologise to the hon. Member. I had forgotten ant he wanted to raise another matter.

Mr. Galbraith

I merely wanted to ask you whether the situation in which we find ourselves today may not be a breach of privilege. I understand that copies of the Finance Bill have been printed and are in existence, but that somebody is preventing Officers of the House from collecting them. If these facts are true, as I believe them to be, it would seem that this constitutes a breach of privilege. I should, therefore, like your guidance on the matter.

Order. The hon. Member is submitting to the Chair that interference by some persons with the delivery of copies of the Finance Bill, thereby preventing all hon. Members of the House from obtaining copies, is a breach of privilege. I shall rule on that matter tomorrow, after my customary 24-hours' consideration.
