Motion made, and Question, That notwithstanding anything to the contrary in the practice of the House relating to the matters which may be included in Finance Bills, provision may be made in any Finance Bill of the present Session for making amendments of any provisions contained in, or having effect under, the Exchange Control Act 1947, section 2 of the Emergency Laws (Re-enactments and Repeals) Act 1964 or any other enactment relating to exchange control, being amendments the main purpose of which is to extend the meaning of "security" in those provisions, and which apply outside the United Kingdom in the same way as those enactments apply outside the United Kingdom.—[Mr. Roy Jenkins.]
