Hendersonasked the Secretary of State for Foreign Affairs to what extent it is the policy of Her Majesty's Government that there should be an agreed limitation of the number of on-site inspections by control teams established for the purpose of enforcing any agreement for the discontinuance of nuclear tests.
§ Mr. Selwyn LloydHer Majesty's Government's policy is based on the need to ensure genuine and effective control of any agreement for discontinuing nuclear tests. What the right hon. and learned Gentleman has mentioned is one possibility. But this whole matter is under negotiation, and I am not prepared publicly to define our position more fully.
§ Mr. HendersonCould we have an assurance from the Foreign Secretary that the Government's policy at the conference in Geneva would be, to use the Prime Minister's word, one of " flexibility "? Would not he agree that it would be far better to have a limited system of control and inspection at the start in the international sphere rather than continue in deadlock?
§ Mr. LloydI certainly think that we must seek to have an effective system of control, and in our view there are various possibilities in that connection.
