asked the Minister Education whether he will recommend to local education authorities that primary school headmasters' reports be taken into account when selecting children for grammar school places.

Most authorities do this. I think the practice is to be encouraged.

Would my right hon. Friend bear in mind the distressing circumstances in which my constituent, Mr. Ingram, about whom he has had correspondence, finds himself? Is he aware that it was through the failure of Essex Education Committee to apply this principle that those distressing circumstances arose and Mr. Ingram's daughter's career was jeopardised? Does he further recognise that, if he would urge all the education authorities to adopt this principle, it might prevent this sort of thing from happening in other parts of the country as well?

I have not yet had a reply from the Essex authority on the case to which my hon. Friend has referred. When I have received it I will write to him.
