asked the Secretary of State for War under what conditions under his regulations traders are permitted to call on and supply tenants of married quarters in War Department establishments; and how far permits are freely issued.

Mr. Head

When married quarters are directly accessible from a public road, no restrictions of any kind are placed on tradesmen. When quarters are inside a barracks, any tradesman is at liberty to deliver goods ordered from his shop, and permits are given freely for the sale inside barracks of goods not already on sale in family shops inside barracks.

Mr. Remnant

Will my right hon. Friend please ensure that those instructions are fully understood as, according to my information, there appear to be attempts in a number of barracks to give N.A.A.F.I. a monopoly in such married quarters?

Mr. Head

Yes, Sir. If there is a N.A.A.F.I. inside barracks which has been erected at considerable expense, we do not let tradesmen in to sell those goods which are already on sale inside the barracks.
