asked the Secretary of State for Scotland whether he will consider the drawing up of a black list of schools comparable to that in existence in England and Wales.

Adequate information about schools which need to be improved or replaced is already available.

Mr. Hamilton

Would the Minister not agree that the black list of schools in England and Wales has been of some use in measuring progress in school building, and that circulars might serve a similar useful purpose in Scotland?

Mr. Stuart

I am advised that the English "black list," as it is called, is out of date. The Select Committee on Estimates, 1952–53, reported that it had no recommendations to make in this connection as the evidence showed that the present system was working well.

Would the right hon. Gentleman consent to sending me a list of those schools which if there were a black list would be on it?
