55. Mr. Driberg

asked the Secretary of State for the Colonies where Mr. Brian Hayward is residing during his sentence of three months' imprisonment; what work he is doing; and to what classes of prisoners in Kenya similar privileges are granted.

Mr. Lyttelton

In Tanganyika prisoners serving short sentences, who elect to perform work outside the prison, have to make their own arrangements for accommodation and Mr. Hayward is living in a hotel at Morogoro. He is employed on survey work under the government surveyor. Similar privileges are not granted in Kenya.

Is not it the case that in addition to setting up Mr. Brian Hayward in an hotel, the Government of Kenya have also paid the fine of £100?

I have no information as to that, and the first part of the question is wholly inaccurate.

Can the right hon. Gentleman say to what classes of prisoner in Tanganyika similar privileges are granted?

Mr. Lyttelton

I think that the hon. Gentleman has misunderstood. These privileges—if they are privileges—these arrangements are in Tanganyika. It is in Kenya that they are not made.
