asked the Postmaster-General why Mr. C. T. Bennett, 21, Hawthorne Road, Castle Bromwich, has been refused telephone service for seven years, notwithstanding his repeated requests; why, after the Postmaster-General's letter dated 14th June, to the hon. Member for Sutton Coldfield, promising service within four weeks approximately, Mr. Bennett has been offered a party line; and if an inquiry will be held into Mr. Bennett's allegation that the word "party" was inserted in the agreement after he had signed.

I am having full inquiry made and will write to the hon. Member as soon as possible.

In view of the serious nature of the allegation mentioned in the last part of the Question, will the right hon. Gentleman, in fairness to all concerned, ensure that the inquiry is at a high level?

I can assure the hon. Baronet that the members of the staff will have ample opportunity of defending themselves against this allegation. That is my first obligation in this matter. Equally, the person who has complained should also have the right to make representation to a high official.
