asked the Secretary of State for the Colonies if he will now make a further statement on the withdrawal of Section 159 of the Kenya Penal Code.

Mr. Creech Jones

The matter is still under discussion with the Governor.

Mr. Driberg

What hope is there that my right hon. Friend's pious and well-meaning answers in this House will lead to any effective action, since his policies are constantly flouted and his assurances to us nullified by the insolent intransigence of the local people?

Mr. Creech Jones

I cannot accept the assumptions in that supplementary question. In this case there was a perfectly genuine misunderstanding by the officials as to the policy which should be pursued.

Mr. Driberg

Does my right hon. Friend believe that there was a perfectly genuine misunderstanding?

Mr. Creech Jones

Yes, Sir.

Mr. Driberg

Then he must be very simple.
