asked the Minister of Agriculture why he has authorised the ban on the ancient right of public access to the Rewel Woods near Binstead in West Sussex and if he will restore to the people this liberty of which he has deprived them.

Mr. T. Williams

The Forestry Commission have no evidence of any ancient right of public access to the woods. During periods of special danger from fire it is necessary to deny access to the public, but at other times access is permitted along the rides.

Mr. Joynson-Hicks

Will the right hon. Gentleman look further into this question, because very often there is no danger from fire, and in certain cases which have come to my notice it has appeared that the Forestry Commission have exercised their authority rather arbitrarily?

Mr. Willlams

The Commission have to take particular care when conditions are suitable for forest fires. I am convinced, from my investigations, that they make access available when there is no danger from fire.
