asked the Minister of Works if, during the present severe weather conditions, and in consideration of the number of painters consequently unemployed, he will facilitate the issue by local authorities of licences for internal decorations for which application has been made and refused during the past three months.

Mr. Key

In order to avoid unemployment among painters, especially during the winter months, local authorities were asked early this year to give special attention to the issue of licences for essential painting work, particularly internal painting.

Mr. Skinnard

Is the Minister aware that at least one authority has said it has had no notification of this relaxation?

Mr. Key

I will send a copy of the instructions sent to local authorities to my hon. Friend.
