asked the Secretary of State for War whether the conditions governing the award of the Meritorious Service Medal have now been revised so that the medal may he issued before the gratuity.

Could the Financial Secretary tell us whether such awards have already been made to men serving in the Tower of London?

Yes, Sir, that is so, under rather special circumstances, and would prefer not to make an answer on the general question until I have had a little time to consider it.
