asked the Secretary of State for the Home Department whether, in view of the recent report about the unsatisfactory conditions for young children in many homes and institutions in this country and the fact that many people are ignorant of the facilities provided by the Adoption of Children Acts, he will take steps at an early stage to draw public attention to these facilities with a view to encouraging the adoption of a greater number of children, with a consequent reduction of those maintained in homes and institutions.

I have no reason to believe that special steps are required to draw the attention of the public to the statutory provision made for legal adoption, which is now widely known. I shall, however, gladly consider any measures which may be desirable and practicable for ensuring that no unnecessary obstacle is placed in the way of the adoption of homeless children where adoption is in the child's best interests.
